At the founding conference, held in Moscow, in the hall of the board of the Ministry of the Navy of the USSR, delegates of trade union organizations of the country's largest shipping companies decided to create an RPSM. At the same time, the first version of the RPSM Charter was adopted. The first chairman of the RPSM was V.R. Nekrasov.
