The Shipbuilding Engineering Center (SEC) is a design organization specializing in river shipbuilding and was founded in 1935.

The Center developed approximately 180 designs, which were used to build over 10,000 vessels of various types and purposes. These vessels subsequently operated successfully in a wide variety of conditions, from extremely shallow rivers to large lakes and coastal sea areas. SEC entered into projects with foreign partners, and passenger ships such as the Moskvich, OM, and MO, Moskva, Neva, Zarya, Fontanka, and Moskovsky were built. Cargo ships such as the Oka, Nevsky, Sibirsky, Oksky, Amur, Volgo-Balt, Sormovsky, and others were also built.

The following were also developed: river icebreakers; Dry cargo and oil barges with a lifting capacity from 100 t to 5,000 t; river and seagoing environmental monitoring vessels; moored vessels, floating structures; and marine machinery.

Today, the main areas of activity of JSC "ICS" are the design of new river and mixed river-sea navigation vessels for virtually all types and purposes.
