The founder of the Training Center was the Diving Training Courses (Diving School) created in 1975 at the State Institution for Underwater Technical, Emergency Rescue and Ship Salvage Works "Podvodrechstroy". 

    In 1982, the Diving Training Courses were transformed into the Training Center at the Federal State Institution "Podvodrechstroy", which in August 2013 became the basis for the creation of the Training Center for the training of divers of all qualifications and other specialists of the emergency rescue service of the Federal State Institution "Gosmorspassluzhba".
