    Admission to study in educational programs of secondary vocational education is carried out without entrance examinations on a generally accessible basis. 

    If the number of applicants exceeds the number of places, the financial support of which is carried out at the expense of budgetary allocations of the federal budget, admission to study in educational programs of secondary vocational education is carried out on the basis of the results of mastering the educational program of basic general or secondary general education by applicants, indicated in the educational documents submitted by applicants, namely those with a higher average score in the educational document.
